Mr. Shenping Yin
CEO and Director

In 2003 Mr. Yin founded Nanjing Recon, one of the three Chinese companies controlled by Recon. He has been the CEO since then. Mr. Yin has founded and operated a number of companies, including Jingsu Huasheng Information Technology Co., Ltd. (2000), Beijing Jingke Haitian Electronic Technology Development Co., Ltd. (1999), Baotou Hengda Haitian Computer Network Co., Ltd. (1997) and Xiamen Hengda Haitian Computer Network Co., Ltd. (1994). Previously, Mr. Yin served as a sales manager for Fujian Haitian Computer Network Company from 1992 through 1994.

Mr. Yin received his bachelor’s degree in Information Systems in 1991 from Nanjing Agricultural University.


Ms. Jia Liu
CFO

Ms. Liu has served as Chief Financial Officer since 2008. She previously assisted Heilongjiang Province Jintian Group with financial due diligence, field surveys and data analysis. While in college Ms. Liu served internships in auditing, accounting and data analysis in Xinghua Certified Public Accountants, Ltd., Beijing Zhongweihuahao Accountants Affairs Office, Tiantong Securities Co., Ltd. and Industrial and Commercial Bank of China.

Ms. Liu received her master’s degree in Industrial Economics in 2009 from Beijing Wuzi University and her bachelor’s degree in 2006 from School of Economics & Management at Beijing University of Chemical Technology.


Mr. Guangqiang Chen
CTO and Director

Mr. Chen has served as Recon’s Chief Technology Officer since 2003. From 1999 through 2003, Mr. Chen served as General Manager of Beijing Adar, a company providing testing instruments to oil fields. From 1993 through 1999, he was Chief Engineer for Xinda Company, CNPC (China National Petroleum Corporation) Development Bureau. Mr. Chen was a geological engineer for the Fourth Oil Extraction Plant of Huabei Oil Field from 1985 through 1993.

Mr. Chen received his bachelor’s degree in Oil Production Engineering in 1985 from Southwest Petroleum Institute.


Mr. Hongqi Li
CMO and Director

In 2003, Mr. Li founded Jining ENI Energy & Technology Co., Ltd., one of the three Chinese companies controlled by Recon. He has served as Recon’s Chief Marketing Officer since 2003. Before that, Mr. Li served as VP of Sales for Beijing Oil-Land Trade Company from 1998 through 2003. From 1994 through 1997, Mr. Li served as a sales manager for Beijing ITL Fiber-Optic Communication Technology Company.

Mr. Li received his bachelor’s degree in Economics in 1994 from the Second Artillery Force Commands Institute.


Mr. Nelson N.S. Wong
Independent Director

Mr. Wong joined Board of Directors in 2008. Presently, Mr. Wong also serves as the Chairman and Managing Partner at ACN Group, providing investment, business advisory, asset management, and real estate services since 1995. In 1990, Mr. Wong joined the Vigers Group, a real estate company, and became the Vice Chairman and CEO of Vigers in 1993.

Mr. Wong received his bachelor’s degree in English from the PLA Institute of International Relations in Nanjing in 1983.


Mr. Jijun Hu
Independent Director

Mr. Hu joined Board of Directors in 2008. Currently, Mr. Hu is the head of Transport Department and Senior Electric Engineer at Recon’s No. 2 test-drill plant. From 2003 to 2005, he headed the Maintenance Department at that plant. From 1988 to 2003, Mr. Hu served in a variety of positions at Recon’s plant, including Deputy Director of Production, Deputy Director of Technology, Production Coordinator, and Technician.

Mr. Hu received his bachelor’s degree in Process Automation from the Eastern China Petroleum University in 1988.


Ms. Xiaorong Liao
Independent Director

Ms. Liao joined Board of Directors in 2008. Since 1995 to present, Ms. Liao has served as a senior engineer for the Southwest Oil & Gas Branch of Sinopec (China Petroleum & Chemical Corporation). From 1993 to 1995 Ms. Liao served in the Storage and Transportation Department of Liaohe Oilfield Design Institute. From 1992 to 1993, Ms. Liao worked for the Liaohe Oilfield.

Ms. Liao received her degree in Oil & Gas Storage & Transportation from Southwest Petroleum University.


Mr. Dennis O. Laing
Independent Director

Mr. Laing joined Board of Directors in 2008. Mr. Laing has practiced law in Richmond, Virginia for over 30 years and currently has his own practice. His practice is focused on business and corporate law with special interest in energy, healthcare and technology sectors. Mr. Laing currently also serves as a director of e-Future Information Technology Inc. (Nasdaq: EFUT), a provider of software and services in China's rapidly growing retail and consumer goods industries, and Sino-Global Shipping America, Ltd. (Nasdaq: SINO), a non-state-owned provider of shipping agency and forwarder services operating primarily in China.

Mr. Laing received his bachelor’s degree in government from University of Virginia and his Law degree from University of Richmond.
